The endgame of the six party talks is for North Korea to return to compliance with the NPT, i.e. to be fully denuclearized. One of the obligations of NPT parties is to be verified by the IAEA; thus the IAEA also must be satisfied that the DPRK has no nuclear weapons and that its declaration is complete. It was only a matter of time before the IAEA needed to be brought into this process. It makes no sense for the DPRK to undergo a separate verification process by the IAEA - the six parties and the IAEA must work together at this point in the process.
