US, China won't slow government spending too soon (2nd Roundup)

Washington - The United States and China agreed to guard against complacency in the face of global recession and maintain aggressive stimulus measures until a recovery takes hold, US officials said after talks with their Chinese counterparts on Monday.
Both countries have launched massive stimulus packages to keep their economies afloat during the global recession, and each was 'grappling with the timing of the withdrawal,' said David Lovinger, the US Treasury Department's senior coordinator of China affairs.
President Barack Obama, opening the two-day meeting between top US and Chinese officials earlier Monday, said that relations between the major powers will be critical to success on a host of global concerns.
'The relationship between the United States and China will shape the 21st century,' Obama said, urging progress on confronting the global economic crisis, climate change, nuclear proliferation and terrorism.
State Councillor Dai Bingguo, leading the Chinese delegation, said that US and Chinese interests 'have never been interwoven so closely' and that both countries would have to work together to help the global economy return to growth.
'We are actually in the same big boat that has been hit by fierce wind and huge waves,' Dai said, 'with our interests interconnected.'
The US delegation is led by Secretary of State Hillary Rodham Clinton and Treasury Secretary Timothy Geithner. They will conclude meetings with Dai and China's Vice Premier Wang Qishan on Tuesday.
The US, the world's largest economy, and China, the world's third largest as measured by gross domestic product, are considered critical to helping the world recover from its first recession since World War II.
Top of the US list of concerns is pushing China to speed the restructuring of its economy, spurring its own consumer spending and moving away from overreliance on export earnings.
'As Americans save more and Chinese are able to spend more, we can put growth on a more sustainable foundation,' Obama said.
Lovinger said after the first day of talks that there was 'notable agreement that the world has changed.' Neither country could go back to earlier years when US consumers gobbled up Chinese exports.
China, in turn, pressed the US on its skyrocketing budget deficit, driven in part by Obama's massive spending to jump-start the economy. Washington's deficit is expected to reach 1.8 trillion dollars this year.
US officials said they were committed to cutting that deficit as the economy recovers. Both sides also agreed not to reduce public spending 'too soon,' risking another dip just as the economy is recovering, Lovinger said.
Obama said that bridging divides between the two powers was now often a 'prerequisite' for finding global agreements. But there was little progress on climate change, a key stumbling block in relations.
The two countries emit nearly half of the world's greenhouse gases that are blamed for global warming. But they remain locked in a dispute over how much to limit their industrial emissions.
Todd Stern, the US climate envoy, said the two sides were still 'slogging ahead,' but he still hoped there would be an agreement before a critical global summit on climate change in December in Copenhagen.
Obama said that China and the US must be united in their efforts to keep nuclear weapons out of the hands of Iran and to denuclearize the Korean Peninsula.
Obama urged China to further open its society, improve human rights, protect minorities and ensure religious freedom.
'Just as we respect China's ancient and remarkable culture, its remarkable achievements, we also strongly believe that the religion and culture of all peoples must be respected and protected, and that all people should be free to speak their minds,' Obama said.
