Taiwan to send former vice president to APEC summit

Taipei - Taiwan said Tuesday it will send former vice president Lien Chan to the leaders' summit of the Asia Pacific Economic Cooperation (APEC) forum in Yokohama, Japan next month.
Lien will serve as President Ma Ying-jeou's special envoy for the for the third year, presidential spokesman Lo Chih-chiang said.
He said Lien will exchange views with other leaders on Taiwan's efforts to promote regional peace during the November 13-14 meeting.
Since the APEC summit was launched in 1993, China has barred Taiwan's president from participating. Beijing does not recognize Taiwan as a sovereign nation, but relations have improved since Ma took office in 2008.
Lien, honorary chairman of the ruling Nationalist Party, was vice president between 1996-2000, and party chairman between 2000-05.
At the 2008 summit in Lima and 2009 summit in Singapore, Lien met Chinese President Hu Jintao on the sidelines of the event to exchange views on cross-strait relations and cooperation.
