LEAD: Fire at high-rise building causes traffic jams in Kuala Lumpur

Kuala Lumpur - A fire broke out Wednesday in a 33-storey office building under construction in the Malaysian capital, causing traffic jams, but no injuries were reported, police said.
The fire occurred near Kuala Lumpur's main train station, and police closed down several roads in the area.
Officials said the fire started before dawn on the 30th floor of the unfinished 348 Sentral building. It took several hours to bring the blaze under control.
Firefighters said the 30th and 31st floors of the building were damaged but would not give an estimate on the cost.
Priscilla Lim, who lives near the building, said she heard explosions as the fire progressed.
'We were jolted awake by the noise, somewhat like minor explosions, around 6:40 am [2240 GMT Tuesday],' she said in an email message to The Star Online newspaper.
Investigators have yet to determine the cause of the fire.
Malaysian Resources Corporation Berhad, the developer and owner of 348 Sentral, said an investigation was under way.
