How about having a radio signal unique to each vehicle on the track that when a vehicle gets within certain distance near another it will automatically detect that fact and slow down or stop.

All this technology put into the train, and its so simple to keep an accident like this from happening. Talk about dropping the ball! Sadly it cost lives. This company needs to get it together!!

At least if the train had emmergency brakes to be pulled by passengers. They then saw the maintenance vehicle on the track before crash.
