Sep 11, 2007, 9:26 GMT
Berlin - Before the day's debates began, Germany's parliament in Berlin commemorated Tuesday the victims of the September 11, 2001 attacks on the United States.
The speaker of the Bundestag chamber, Norbert Lammert, said 'every form of terrorism' must be combatted resolutely.
Beginning a budget speech, Finance Minister Peer Steinbrueck said that in the six years since the suicide attacks on New York and Washington, 'nothing has been the same as before.'
The psychological and economic shock had been tangible throughout the globalized world, he said.
