Kremlin proposes zero tolerance law on drinking and driving

Moscow - Even one drink would be too much for Russian drivers under legislation proposed by the Kremlin Saturday.
The policy, proposed by Russian President Dmitry Medvedev and forwarded to the parliament, or Duma, would make it a criminal act to drive with any level of alcohol in the blood.
Current law - in place since July 2008 - allow a blood-alcohol level of up to 0.03 per cent when driving.
But Medvedev says allowing even those low levels can convince drivers it's safe to drive when they're well above the legal threshold.
According to Russian government statistics, more than 2,000 people died in the country last year due to traffic accidents involving alcohol. More than 1 million are arrested for drunken driving each year.
