Touristic Spanish city puts horses in diapers

Cordoba, Spain - The southern Spanish city of Cordoba has ordered horses pulling tourist carriages to wear diapers, local officials said Tuesday.
The idea is to prevent stinking horse droppings from spoiling the city's attractiveness in the summer.
Cordoba has granted a subsidy of 6,000 euros (8,100 dollars) for special horse diapers, which carriage owners must supply their animals with, or to adopt an alternative system to keep the streets clean.
Carriage owners were not impressed with idea, complaining that the diapers would cause the animals skin sores and attract flies.
Cordoba has 27 horse-drawn carriages that take tourists sightseeing during the holiday season.
