LEAD: House fire in Germany kills three children

Aachen, Germany - A house fire in Germany on Wednesday killed three young children, firefighters said.
The parents and a 1-year-old survived the fire, as did two other children who were attending primary school when it broke out.
Police said there was no evidence that the blaze in the family of eight's semi-detached house in the western city of Aachen, near the Dutch border, had been deliberately lit. They said an arson inquiry was opened only as a routine legal formality.
The children who died were aged 2, 4, and 6.
