'The Hong Kong government doubled the tax on cigarettes in its annual budget in February. Around 13 per cent of adults in the city of 7 million are smokers.'
This has nothing to do with the safety concerns of the people but rather the Governments concern about their money! I'm glad the U.S. isn't like that! ;)
