Sound bomb explodes as UN Security votes on the tribunal (Extra)

Beirut - A sound bomb exploded late Wednesday in Beirut few minutes after the UN Security Council voted in New York to establish a controversial tribunal for suspects in the murder of former Lebanese prime minister Rafik Hariri and other political killings in Lebanon.
The bomb was tossed near the Mar Mikhail Church, an area at the outskirts of Beirut' southern suburb of Chiyahen district, without causing any casualties.
The Lebanese army immediately cordoned off the area.
The vote showed division among the 15-nation council, with five of its members abstaining: China, South Africa, Qatar, Indonesia and Russia. Those five countries said by adopting a resolution to create the tribunal, the council had violated international law and created legal problems for the tribunal.
On other parts of Beirut, Hariri followers flocked to his tomb waving his pictures and chanting 'justice is done.'

That's meant as a joke, right?
The blatantly anti-Israel UN actually doesn't blame something on Israel (I'm amazed that the UN hasn't yet passed a resolution blaming Israel for global warning) but it must be Israel because SYRIA, the country every sane, reasonable life-form this side of alpha centauri accuses of the assassination, says so.
