LEAD: IAEA says Syria not cooperating on inspections

Vienna - Syria is refusing to let the UN's nuclear watchdog inspect three facilities that have been linked to a secret nuclear reactor, International Atomic Energy Agency (IAEA) chief Yukiya Amano said Thursday in Vienna.
Although the Syrian government had said in August it was ready to resolve questions about the alleged Dair Alzour reactor, which was bombed by Israel in 2007, Amano said that no progress was made in meetings between officials from the nuclear agency and Syria in Damascus in October.
The IAEA has not disclosed the function of the three support facilities. According to diplomats, one of them might have been intended to convert uranium, a step necessary for making reactor fuel.
In June, the IAEA board of governors referred the matter to the UN Security Council, after Amano said in a report that Dair Alzour was very likely a covert reactor.
