Qatar: UN failure on Syria resolution is license to massacre

Munich - The inability of the United Nations Security Council to pass a resolution to end the violence in Syria, gives the government of President Bashar al-Assad license to kill protesters, a Qatari official said Sunday.
'This is exactly what we were fearing... (a) signal to Assad that there (is a) license to kill,' said Foreign Affairs Minister Khalid al-Attiyah, speaking at the Munich Security Conference.
