Raul Castro, who has held the reins of government while his brother recovers, was quoted as saying the country was developing positively since the revolutionary leader's illness in Tuesday's edition of the Communist party newspaper Granma.
He made the remarks while meeting with a Syrian delegation.
The Cuban government is currently preoccupied with preparations for the Nonaligned Movement summit September 11 to 16 - the third time Havana will have hosted the gathering. Fidel Castro wanted to make the summit of developing countries a forum for anti-US sentiment, and has invited the Arab League.
