Analysis: Castro's departure won't bring quick change in US policy

Washington - Cuban leader Fidel Castro's resignation provides an opportunity for the United States to take a fresh look at relations with the communist island less than 200 kilometres off its border, but analysts doubt the Bush administration will budge from its hardline approach until there are signs of real democratic change.
Castro's younger brother Raul, who has been running the country since Castro fell ill in July 2006, is a committed communist and is unlikely, aside from some mild economic adjustments, to depart much from Fidel's agenda or introduce the reforms Washington insists are essential for easing the hostility that has characterized relations for nearly five decades.
'The Bush administration's posture has been, 'We won't change anything until Cuba changes completely,'' said Phil Peters, an analyst at the Lexington Institute in Washington.
President George W Bush in 2004 tightened sanctions on Cuba to hasten the collapse of the Castro regime, and set up a transitional team to ready the US effort to assist the country toward a democracy and provide millions of dollars in humanitarian relief once the regime was gone.
The United States has had no formal diplomatic ties with Cuba since the Caribbean island nation allied with the Soviet Union after the 1959 revolution that brought Castro to power. Washington has had strict economic sanctions on Cuba since the early 1960s.
'We remain hopeful that the Cuban people will one day be able to elect their leaders, that they will one day be able to actually build democratic institutions that serve the needs of the people and that reflect the will of the people,' State Department spokesman Sean McCormack said of Castro's announcement.
'There's no change in our policies,' McCormack added. 'I don't believe that there is anyone contemplating that at this point either.'
During the Cold War, US-Cuban relations were marked by numerous attempts by Washington on Castro's life, the botched 1961 Bay of Pigs invasion, the 1962 Cuban missile crisis that brought the United States and Soviet Union to brink of nuclear war, and a mass exodus of Cuban refugees to the United States over several decades.
Raul Castro, who has always been viewed as his brother's successor, has consolidated control since Castro transferred power and has been effectively running the government, analysts say.
Raul will benefit from a Cuban economy that has been growing because of expanding trade with China and Venezuela, meaning the island's economy will not be desperate enough to comply with US demands, said Larry Birns of the Council on Hemispheric Affairs in Washington.
'Raul is not going to come forward with any dramatic reforms,' Birns said. 'He is going to be a maintainer. Not a divider, not a decider, but a maintainer.'
Domestic political reasons also limit Bush's ability to soften his policy on Cuba. Cuban Americans make up a large voting bloc in Florida, a critical state in presidential elections, and generally advocate a tough policy against the regime.
But the analysts don't rule out the possibility that relations could improve. The Democratic Party took control of Congress in January for the first time in 12 years and is traditionally less hardline about Cuba than Republicans. Some have already said they will pursue legislation to relax sanctions on Cuba.
Bush will have the power to veto that legislation, but could come under increasing pressure to change his approach toward Cuba now that Castro has stepped down.
'I think the country will take a hard look at (the policy),' Peters said. Castro's departure 'is a very newsworthy event and people are going to focus on Cuba. Congress will reexamine it and hopefully the administration will too. But there is nothing automatic here.'

Released Detainees Rejoining The Fight

At least 10 detainees released from the Guantanamo Bay prison after U.S. officials concluded they posed little threat have been recaptured or killed fighting U.S. or coalition forces in Pakistan and Afghanistan, according to Pentagon officials.
One of the repatriated prisoners is still at large after taking leadership of a militant faction in Pakistan and aligning himself with al Qaeda, Pakistani officials said. In telephone calls to Pakistani reporters, he has bragged that he tricked his U.S. interrogators into believing he was someone else.
Abdullah Mehsud told reporters he fooled authorities at Guantanamo Bay for two years before his release.
Another returned captive is an Afghan teenager who had spent two years at a special compound for young detainees at the military prison in Cuba, where he learned English, played sports and watched videos, informed sources said. U.S. officials believed they had persuaded him to abandon his life with the Taliban, but recently the young man, now 18, was recaptured with other Taliban fighters near Kandahar, Afghanistan, according to the sources, who asked for anonymity because they were discussing sensitive military information.
'Reports that former detainees have rejoined al Qaeda and the Taliban are evidence that these individuals are fanatical and particularly deceptive,' said a Pentagon spokesman, Navy Lt. Cmdr. Flex Plexico. 'From the beginning, we have recognized that there are inherent risks in determining when an individual detainee no longer had to be held at Guantanamo Bay.'
The latest case emerged two weeks ago when two Chinese engineers working on a dam project in Pakistan's lawless Waziristan region were kidnapped. The commander of a tribal militant group, Abdullah Mehsud, 29, told reporters by satellite phone that his followers were responsible for the abductions.
Mehsud said he spent two years at Guantanamo Bay after being captured in 2002 in Afghanistan fighting alongside the Taliban. At the time he was carrying a false Afghan identity card, and while in custody he maintained the fiction that he was an innocent Afghan tribesman, he said. U.S. officials never realized he was a Pakistani with deep ties to militants in both countries, he added.
'I managed to keep my Pakistani identity hidden all these years,' he told Gulf News in a recent interview. Since his return to Pakistan in March, Pakistani newspapers have written lengthy accounts of Mehsud's hair and looks, and the powerful appeal to militants of his fiery denunciations of the United States. 'We would fight America and its allies,' he said in one interview, 'until the very end.'
Last week Pakistani commandos freed one of the abducted Chinese engineers in a raid on a mud-walled compound in which five militants and the other hostage were killed.[snip]
Another former Guantanamo Bay prisoner was killed in southern Afghanistan last month after a shootout with Afghan forces. Maulvi Ghafar was a senior Taliban commander when he was captured in late 2001. No information has emerged about what he told interrogators in Guantanamo Bay, but in several cases U.S. officials have released detainees they knew to have served with the Taliban if they swore off violence in written agreements.
Returned to Afghanistan in February, Ghafar resumed his post as a top Taliban commander, and his forces ambushed and killed a U.N. engineer and three Afghan soldiers, Afghan officials said, according to news accounts.
A third released Taliban commander died in an ambush this summer. Mullah Shahzada, who apparently convinced U.S. officials that he had sworn off violence, rejoined the Taliban as soon as he was freed in mid-2003, sources with knowledge of his situation said.
The Afghan teenager who was recaptured recently had been kidnapped and possibly abused by the Taliban before he was apprehended the first time in 2001. After almost three years living with other young detainees in a seaside house at Guantanamo Bay, he was returned in January of this year to his country, where he was to be monitored by Afghan officials and private contractors. But the program failed and he fell back in with the Taliban, one source said.
'Someone dropped the ball in Afghanistan,' the source said.
One former detainee who has not yet been able to take up arms is Slimane Hadj Abderrahmane, a Dane who also signed a promise to renounce violence. But in recent months he has told Danish media that he considers the written oath 'toilet paper,' stated his plans to join the war in Chechnya and said Denmark's prime minister is a valid target for terrorists.

It would be perfectly legal to try them in a military tribunal as 'unlawful combatants' or even spies since they were not wearing uniforms and shoot them. The Supreme Court upheld the jurisdiction of U.S. military tribunals over unlawful combatants and allowed for their execution, even if their crimes were committed in the territory of the USA as were 6 German spies who were caught and sent to the electric chair. These animals committed their crimes for the most part out side the USA.

Ya see, when you are fighting an enemy who does not respect any boundaries, any code of decency, any international law or really any of the trappings of humanity... one who fills schools gyms full of children and sets off bombs or slowly saws peoples heads off and puts their last horrible screaming moments on the internet or who simply flies aircraft full of human beings in to buildings full of human beings they forfeit their rights to things like the Geneva convention. The Geneva convention is INTERNATIONAL LAW which would usually cover an enemy if they had the guts to wear a uniform and attack our military instead of shielding themselves among civilians to murder civilians. You want them given access to our DOMESTIC law which doesn't apply to them because most have never set foot in the USA.
So, since they forfeited their rights under international law and they are not entitled to the protections of our domestic law they find themselves stuffing their faces with cheerios and grinding their stupid heads in to their prayer mats 5 times a day until the legality of the military tribunals makes it's way through our domestic courts. Want it done faster? Get the idiots out there to stop holding up the process with lawsuits so they can have their day in court and get their lethal injection.

'Justice' would be putting them in a building and flying a jet loaded with fuel in to it. We are talking about 'law' not 'justice'. The law says that they are not entitled to protection under the constitution. The law says that they gave up their right to protection under the Geneva convention by attacking civilians and not wearing a uniform. The best they are going to get is a military tribunal, just like in the Korean conflict, WW2, WW1, The US Civil War, the war of 1812 and the Revolutionary war. Look up the treatment our founding fathers gave to 'Major John Andre' who was caught without a uniform and tell me that they would have let these bastards go.

Yeah, the whole world should be covered by the US Constitution. I agree. It should also not fight and all children should have braces if they need them and maybe a puppy if they are not allergic.
