This is based in the UK and the article was from deutsche presse-agentur so that's why they are using units of measurement that are completely irrelevant to the lives of the people effected by the storm.
In terms of being 'scientific' the USA put a man on the moon and a spacecraft out of the solar system using 'feet, inches, miles etc.'
