Reports: Four people shot dead in New York state (2nd Lead)

Washington - At least four people were shot dead and others were injured Friday in Binghamton, New York, US media reported.
The shooter was still holding 20 to 40 people hostage at the American Civic Association Building, a building that provides immigration and refugee services in the small town in upstate New York.
Heavily armed police surrounded the building, according to broadcast footage on CNN and Fox News. A nearby high school had been locked down to prevent exit and entry.
The shooter, identified as an Asian ethnic, was reportedly still inside the building. A number of people were reported to be hiding in closets inside the building.
New York City's Daily News online quoted Binghamton Police Captain Alex Minor as saying: 'A number of people are dead.'
