Budget deal reached in cash-strapped California

   Sacramento, California - California Governor Arnold Schwarzenegger and leading lawmakers agreed on measures to plug the state's 26.3-billion-dollar budget deficit, narrowly avoiding a financial collapse.

   They settled late Monday on substantial cuts in education, welfare and health services but avoided an increase in taxes after months of acrimonious wrangling that left the largest US state without enough cash to pay its bills

   'We accomplished a lot in this budget agreement,' Schwarzenegger said, adding that the negotiations over the deal often resembled a 'suspense movie.'

   'In this budget, we are making government more efficient, and also we are cutting the waste, fraud and abuse in some of the programmes,' the governor said.

   The agreement envisages a broad range of cuts to services to the elderly and poor and includes drastic restrictions on health care and education funding.

   More than 14 billion dollars in such cuts are envisaged with the rest of the deficit covered by accounting manoeuvres and wage cuts for state workers.

   The compromise still needs to be approved by the legislature Thursday. If the deal passes, California could stop issuing the borrower's notes it has been giving to vendors for several weeks as the state coffers dried up.

   'I am glad that we will close the deficit, and I am glad that IOUs will no longer be needed,' said Karen Bass, the speaker of California's State Assembly, its Legislature's lower house. 'But make no mistake, this is a budget of shared sacrifice and shared pain. But we did not eliminate or completely shred the safety net in the state.'

..in that it is the democratically controlled California statehouse that is pimping this deal, after an utterly embarrassing referendum failure. This, Tonny, is the collective will of the people saying what everyone knows:

You cannot live beyond your means.

The so-called GOP, which was supposed to be represented by Arnold, hardly has a real representative in him at all, a real disappointment. In fact, he was the one pimping all the tax increases that failed when California had to put it before the people, where, it failed miserably.

For real conservatives, a balanced budget amendment would be the best thing for Californians. This way, their professional legislature would have a bridle and bit. Curious in that their neighbors to the north (that would be us) manage to live within our means, have a creative and vibrant health care plan, and a balance budget every year, all with a citizen legislature that meets only every other year, and still manages to issue return of tax monies not spent or budgeted.

So, Tonny, before you opine, try and get the real lay of the land out here in the west, where all is not as the libnazi blog paints it to be. Another term you need to educate yourself on is R-I-N-O, and perhaps your stereotyping will cease.

First of all aren't you all real proud that Idiots Stick actually had a whole post without a misspelled word? God he is actually acting like a 'big boy'. Be proud you will probably never see this again, but we can all hope.

Secondly I guess his 'big boy' word is opine. He uses it all the time, must have learned it last year in the 3rd grade. He uses is 80% of the time correctly, but actually shows me he is at the 3rd to 4th grade level in his education.

Now on to his comments. Ever notice how a right winger treats his own. If they don't cut taxes to the rich and throw the poor to the dogs, then they are not 'really' a conservative nor a Republican't. Arnold is the kind of Republican't that has a chance as he is middle of the road, but has a lot or right-wing leaning ideas. He has the progressive thinking that will get him elected as he gets the Independents and some Democrats. But that is not good enough for the dogs on the right, he is not 'really' one of them. He should be proud not to be a page chasing, wife cheating, tax dodging idiot that panders to the KKK and the Aryan Nations.

The 'FEDERAL HOUSING ENTERPRISE REGULATORY REFORM ACT OF 2005' would have headed this off but it was killed in the Committee on Banking, Housing, and Urban Affairs by Chris Dodd who recieved the most money from Fannie Mae and Freddie Mac.

President Bush sought to rein in Fannie and Freddie in 2003.

The Democratic response to Bush in 2003:

“These two entities — Fannie Mae and Freddie Mac — are not facing any kind of financial crisis,” said Representative Barney Frank of Massachusetts, the ranking Democrat on the Financial Services Committee. “The more people exaggerate these problems, the more pressure there is on these companies, the less we will see in terms of affordable housing.”

Representative Melvin L. Watt, Democrat of North Carolina, agreed.

“I don’t see much other than a shell game going on here, moving something from one agency to another and in the process weakening the bargaining power of poorer families and their ability to get affordable housing,” Mr. Watt said.
