LEAD: Arrest in White House shooting incident

Washington - Police have arrested a man wanted in connection with a shooting in which a bullet allegedly hit the White House, the Washington Post reported Wednesday.
The man, Oscar Ramiro Ortega, was found in a hotel in western Pennsylvania after the US Secret Service said it found a bullet hole in a window at the White House and another round outside the building.
Ortega had been wanted after his car was found last week with a rifle and empty shell casings inside. Police had received calls of shots fired a few blocks away on Friday, but prior to Wednesday there had been no clear link between the incident and the White House itself.
