Obama replaces chief of staff in lead-up to tough election year

Washington - US President Barack Obama on Monday named a new White House chief of staff to replace William Daley in a transition that comes before a tough re-election campaign.
Daley decided to leave in order to spend more time with his family in Chicago, and is to be replaced by budget director Jack Lew, Obama said.
The transition comes at a time when the president is bedeviled by a high US jobless rate, which stands at 8.5 per cent, and a mounting US deficit that is a major reelection issue for Obama.
'Bill has been an outstanding chief of staff,' Obama told reporters in a televised briefing from the White House. 'No one in my administration has had to make more crucial decisions than Bill.'
Daley replaced Rahm Emanuel in January last year.
